Judicial review of decision by Minister of Fisheries and Oceans Canada to impose on certain snow crab fishing licence holders requirement to install vessel monitoring system (VMS) on their vessels—Fishery (General) Regulations, s. 22(1)(z) allowing Minister to specify on fishing licence that holder is to install VMS, provided that this requirement based on relevant considerations—Such was case herein—Application allowed in part—Fishery (General ) Regulations, SOR/93-53, s. 22(1)(l).
