Application for judicial review of visa officer's decision denying applicant three-year employment authorization-Applicant, brother-in-law and one other, citizens of Pakistan, seeking to obtain authorization to work in Canada for wholly-owned subsidiary of Pakistan; plastics manufacturing company-At interview (very short), officer found company in Canada existed only on paper, no employees-Applicant denied entry as had not demonstrated seeking entry to Canada for temporary purpose because did not have sufficient ties to Pakistan to ensure return-Application allowed-Visa officer violated duty of fairness to provide applicant with knowledge of officer's concerns and opportunity to respond to allegations of which applicant could not be reasonably aware (visa officer herein conducted very short interview, assuming statements of applicant's brother-in-law would apply equally to applicant).
