Application for judicial review of Immigration and Refugee Board's decision no humanitarian and compassionate grounds for allowing applicant to apply for landing from within Canada-Applicant, citizen of Ghana, allowed short time to make further submissions and documentation concerning claim for exemption on humanitarian and compassionate grounds between pre-removal review and interview-No breach of natural justice arising from short notice-Applicant indicated no friends or family in Canada; at interview, when asked if he had further submissions, applicant said had brother in Canada willing to sponsor for landing-Even if true applicant had brother in Canada, would not constitute humanitarian and compassionate grounds-When applicant arrived for departure interview and submitted additional materials, was asked for money order of $450 which he paid thinking for application for landing instead of review-Confusion arising-Commission should consider amending form letter with respect to departure interviews to make clear to applicants requirement to pay fee if further review on humanitarian and compassionate grounds made-Application dismissed.
